Former members of Congress, RNC staffers and other party insiders say the RNC should focus on Senate and House races where Republicans face tough elections. The letter states,

"This should not be a difficult decision, as Donald Trump’s chances of being elected president are evaporating by the day. Since the GOP convention, less than a month ago, he has alienated millions of voters of all parties by:

• Attacking Gold Star families of soldiers who died serving their country;
• Urging a hostile foreign government to intervene in a U.S. election;
• Suggesting that gun owners take action against his opponent if she is elected;
• Repudiating our NATO treaty obligations to protect our allies;
• Reportedly expressing interest in the preemptive use of nuclear weapons;
• Exposing his total ignorance of basic foreign policy matters;
• Stating his admiration for violent foreign autocrats;
• Refusing to disclose any of his past taxes, including those not under audit; and
• Deliberately and repeatedly lying about scores of issues, large and small."

Election Hoax. No one is running against Clinton. Woefully unpopular and boring, HRC would have a difficulty defeating any rational, mature, republican running for office. But there is no need to steal an election when your opponent is willing to take a dive. Besides Trump's media sound bites and his scheduled events there is absolutely no campaign to speak of. With 3 months to go he has a staff of only 100 persons nationwide (compared to Clinton's 700) virtually no field campaign in places that matter such as Ohio, he is spending time in places that are not winnable such as Connecticut and VA, apparently has no mail program and while Clinton has spent $52 million in ads he is not running any commercials – anywhere. Faker than pro-wrestling the Trump campaign is engineered for failure by design. Advocates believing in a sabotaged or rigged election result are missing the point and really just are not ready to drop their belief that a democracy still exists here. They must want to be deceived. As if Trump will be denied some opportunity in November - when in reality he is apart of the show, indulging suckers in the illusion.

158 Drug Convictions Overturned Due to Philadelphia Police Federal Corruption Charges

From [HERE] and [HERE] Last week a judge reversed drug convictions relating to seven Philadelphia officers accused of corruption, bringing the total amount of conviction reversals relating to the officers to about 560, public defender Bradley S. Bridge told the Philadelphia Inquirer. It’s “the largest such dismissal in one day in city history,” reported the Inquirer.

The rulings by Common Pleas Court President Judge Sheila Woods-Skipper were the latest fallout from the federal prosecution of seven police narcotics officers.

The officers - Thomas Liciardello, Brian Reynolds, Michael Spicer, Perry Betts, Linwood Norman, and John Speiser - were acquitted of all charges at a federal trial in May.

A seventh officer, Jeffrey Walker, pleaded guilty to separate federal corruption charges and testified against his former colleagues at trial. Walker was sentenced last month to 31/2 years in prison by a federal judge who credited his cooperation with prosecutors.

The Defender Association of Philadelphia and the district attorney’s office will continue their investigation of arrests made by the seven officers, who are accused of planting evidence, doctoring paperwork, and beating and robbing suspects.

Common Pleas Court Judge Sheila Woods-Skipper said that she expects another 40 convictions will be reversed at a hearing in October, and that she has only reviewed 40 percent of the cases brought by the seven officers.

Despite the outcome of the federal trial, the reexamination by the Defender Association of Philadelphia and the District Attorney's Office of the integrity of hundreds of arrests in which the seven were involved continues.

A Wrongful Conviction for Rape ‘Destroyed’ This Black Man’s Life

Schmertz: Can you describe to me your feeling when at least at that point this chapter of your life was over?

Harrell: I felt good.

Harrell and his attorney, Vanessa Potkin from The Innocence Project, sat down with us to share Harrell’s story — a tortured journey through the justice system that began on the streets of Long Branch.

Going from accused, to convicted to eventually cleared. A woman had accused him of raping her, and it is largely on that testimony that he went to jail.

Harrell: It was crazy.

Schmertz: Why?

Harrell: It was like a shock, man. I was getting arrested for something. They took me downtown. They kept questioning me. I kept asking them what they were locking me up for. When they told me I just flipped out.

Schmertz: And that does happen. People think eyewitness testimony is so compelling, but the cases seem to suggest that without additional evidence it’s often wrong.

Potkin: That’s right. The mind is not like a tape recorder — people think you can go back and replay exactly what happened. In this case the victim was working at McDonalds and she was on her way home, she lived about a block and a half away, when she was attacked. Dion happened to live across the street from that McDonalds. He was 22 years old at the time. You know, he was just in the McDonalds parking lot when she saw him and thought he was her attacker.

So in 1988, Harrell was arrested and charged with rape. At just 22 years old, Harrell couldn’t afford an attorney, so he was represented by a public defender, who he says kept pushing for him to plead guilty.

Harrell: From the door, she tried to get me to cop out. I told her she was crazy. I’m not going to cop out to nothing.

But Harrell did go to trial, and was convicted in 1992 and spent four years in prison. In 1996, upon release, he had to register as a sex offender. Then in 2013, after receiving numerous letters from Harrell, The Innocence Project, a nonprofit co-founded by famed OJ Simpson attorney Barry Scheck, agreed to take the case.

Two very vocal anti-Clinton activists, Victor Thorn, the man who coined the term "Clinton Body Count" was found shot to death on a Pennsylvania mountaintop on his property on August 1st, his 44th birthday. Ironically, he's now on that on that list.

Thorn was a journalist at American Free Press and the author of the definitive trilogy of books about the Clintons, which details their involvement in cocaine trafficking, with the use of the small airport at Mena, Arkansas while Bill was Governor, the litany of sexual assaults and rapes committed by Bill Clinton, and lastly, the murders of those closely-connected to the Clintons who posed a threat to their ascendancy to power. Thorn was well-regarded among his peers and those who know him are non-plussed by his death. According to Inquistr, Thorn had appeared many times on the Russell Scott show and he told the host, "Russell, if I'm ever found dead, it was murder. I would never kill myself." Thorn's brother has said it was a suicide - but you might say that, too if you didn't want to end up like Shawn Lucas.

Less than 24 hours later, on August 2nd, another well-known activist, lawyer, Shawn Lucas was found dead on his bathroom floor by his girlfriend, who said he was in good health. He's shown in this clip on July 1, 2016 cheerily serving both the DNC and Debbie Wasserman Schultz with a nationwide class action lawsuit for Fraud, in rigging the Primary against Bernie Sanders. The creators of this clip can only think that this was done not only to silence him and to stop the lawsuit but to intimidate others who might pursue the case any further.

Next, 47-year old Joe Montano, aide to Killary Clinton's pick for Vice President, Tim Kaine and former Chair of the DNC, prior to Debbie Wasserman Schultz died on July 25th, of an apparent heart attack on the day of the commencement of the Democratic Convention and of the simultaneous release of the scandalous WikiLeaks emails. 

Next, 27-year-old Seth Conrad Rich, a member of the DNC was shot twice early on a Sunday morning in Washington, DC, as he spoke to his girlfriend on his cellphone, while walking home from her apartment. Rich was a web developer, who had made voter apps and was thought to have access to the US' entire database of voters. He is thought to have had firsthand knowledge of voter fraud and there are unconfirmed rumors that he was going to testify to the FBI. Julian Assange has strongly hinted that the DNC emails he leaked were provided by a DNC insider. WikiLeaks has gone as far as to offer a $20k reward for information on the murder of Seth Rich. If no evidence provided leads to a conviction, all contributors get their money back. 

NBC reported the murder as an attempted robbery, however nothing was stolen from him. Hillary invoked his shooting at the Democratic Convention and even remarked that it was "unreported", saying, "Weapons of war (sic) do not belong on our streets."

Just a few weeks before that, as reported here previously, former UN official John Ashe, 61 was found dead in his home. The UN initially reported that he'd died of a heart attack but local police later reported his death to be due to having accidentally crushed his own windpipe with a barbell, while lifting weights. His cause of death was almost worthy of a Mafia film, whereby his crushed windpipe might discourage any other "rats" out there from "singing".

Ashe had been indicted and was scheduled to testify in a bribery scandal involving a Chinese national, Ng Lap Seng who's been a major donor to several Clinton campaigns. The accusations were that he'd helped smuggle $4.5M dollars into the US without saying what it was for. 

In 1998, Seng was identified as illegally funneling hundreds of thousands of dollars through an Arkansas restaurant to the DNC during the Clinton Administration. Seng had been treated to ten visits to the White House and it was a big scandal at the time. 

Ashe's trial, also involving Seng would definitely have re-hashed that episode and would have caused much embarrassment to Hillary Clinton's Presidential campaign. All five of these deaths occurred after Hillary was cleared by the FBI and Bernie Sanders was forced from the race.

From [HERE] A man the CIA used as a guinea pig for its post-9/11 torture program will plead his case for freedom from Guantanámo Bay later this month, the Pentagon announced on Tuesday, in perhaps the hardest challenge to date for Barack Obama’s intentions to empty the infamous detention center.

Zayn al-Ibidin Muhammed Husayn, better known as Abu Zubaydah, is one of three men the CIA acknowledged that it waterboarded, a process simulating drowning, at an unacknowledged prison in Thailand. At some point during his 14-year captivity by the US, he lost the use of his left eye.

The 23 August hearing, Guantánamo’s equivalent of a parole board, will present the first time Abu Zubaydah will have an opportunity to speak about his captivity – an opportunity that contradicts the CIA’s preferences. The CIA, per a landmark 2014 Senate investigation, has contended that he ought to be held incommunicado until he dies.

“We anticipate our client will make a statement” at the hearing, said Zubaydah’s attorney, Joseph Margulies.

Abu Zubaydah presents the hardest test thus far for the Obama administration’s last-ditch attempt at vacating the Guantánamo detention facility through the quasi-parole process. While the much-tortured Abu Zubaydah may or may not be too dangerous to release – the criterion that a multi-agency Guantánamo tribunal known as a Periodic Review Board (PRB) will evaluate later this month – he knows a vast amount about CIA torture, which makes his ultimate release doubtful.

“We know that we went on a crossroad and we took the wrong turn,” said Ali Soufan, the former FBI agent who interrogated Abu Zubaydah before his torture by the CIA.

“Abu Zubaydah and his case represents that. He represents the falsehood of what’s called ‘enhanced interrogation techniques’.”

Captured in Pakistan in 2002, Abu Zubaydah was the first person subjected to a CIA torture regimen devised by contractor psychologists James Mitchell and Bruce Jessen, who currently face a federal lawsuit brought by subsequent CIA torture victims. Initially thought to possess vital information on al-Qaida and its plots, and hardened by resistance to interrogation, Abu Zubaydah was waterboarded 83 times, stuffed into a wooden box not much bigger than a coffin, held naked, kept awake for extensive periods and had his body painfully contorted.

Following a 47-day period of isolation at the black site, Abu Zubaydah experienced 19 days of torture on what the Senate intelligence committee later observed was a “near 24-hour-per-day basis”. During that time, interrogators placed him in a coffin-sized box for the equivalent of 11 days and two hours, and inside an even smaller box for a total of 29 hours. It took six days for interrogators to cable back to the CIA that it was unlikely Abu Zubaydah knew anything about upcoming plots, and seven for them to cable back it was “highly unlikely”.

Not only did Abu Zubaydah’s torture continue, the CIA represented it to the Bush administration and Congress as a success, and subsequently tortured at least 118 others.

Recently declassified documents from CIA medical staff, who were present during black-site torture, found that in “retrospect”, Abu Zubaydah “probably reached the point of cooperation even prior to the August [2002] institution of ‘enhanced’ measures – a development missed because of the narrow focus of questioning”.

Never charged with a crime, Abu Zubaydah has been invisible to the public long after his September 2006 transfer to Guantánamo Bay, where he and other former black site denizens have been jailed at the classified Camp 7. His attorneys’ attempts at winning his freedom through habeas-corpus proceedings in federal court have proven fruitless, with a federal judge stalling for years to rule on basic legal filings.

A rare – and bizarre – exception came in June, when he almost made it to a pre-trial military commissions hearing for 9/11 defendant Ramzi Binalshibh, but ultimately did not testify.

The CIA, according to the Senate report, concluded soon after taking Abu Zubaydah into custody that he “should remain incommunicado for the remainder of his life … [which] may preclude [Abu Zubaydah] from being turned over to another country”.

According to two Obama administration officials, the administration is seeking to “accelerate” the remaining PRB hearings – the pathway that Obama is taking to clear out all Guantánamo detainees who are not charged with war crimes before the military commissions. One said that the plan is to complete the initial PRB hearings for all detainees not charged in a military tribunal by the end of September.

That official said that the only remaining Guantánamo detainees not to have received PRB hearings are the so-called “high value detainees”, several of whom are former CIA black-site residents.

The CIA, which declined to comment, does not have a direct role in the PRB deliberations, which reach decisions by consensus. But its nominal parent agency, the office of the director of national intelligence, does, leading observers to doubt that Abu Zubaydah will actually go free. If he does not, the task of closing Guantánamo during the roughly 150 days left remaining in Obama’s presidency grows harder.

Obama has transferred, resettled or released 162 Guantánamo detainees since taking office. Currently 76 detainees remain at Guantánamo, with 34 approved for transfer.

Still, Karen Greenberg, director of Fordham Law School’s Center on National Security, said the decision to permit Abu Zubaydah a hearing represented a boldness by the White House in its internal and congressional battles over closing Guantánamo.

“Abu Zubaydah is at the heart of everything that keeps Gitmo from closing: the issue of torture,” Greenberg said.

“They’ve changed the calculus with this. Everybody can go before the PRB, and everybody will.”

The Loser By Design [Election Hoax 2016]: Trump Campaign Fake Like a Harlem Globetrotter Opponent. No Field Campaign on Ground, No Commercials & Non-Stop Idiocy

From [WashPost] "In no place was the ground game or infrastructure battle joined more forcefully, on both sides," than in Hamilton County, Ohio, the New York Times reported shortly after the 2012 election. Mitt Romney's campaign, recognizing the importance of the area around Cincinnati, put a big emphasis on winning there.

Four years earlier, Hamilton County had backed Barack Obama -- the first time it had voted for the Democratic candidate since 1964, when Lyndon Johnson won the presidency in a rout. 2008 was also the first election in recent memory that the county had been more Democratic than the state as a whole. Cleveland had always leaned left; Columbus had recently moved that way. Cincinnati, though, was usually Republican territory. Until Obama.

So Romney hammered it. He made multiple stops in the region during the election and, early in the race, it was a center for his fundraising in the state. "Our operation has shown that we committed to running an aggressive, 88-county campaign," Romney's Ohio state chairman said in an email to the Columbus Dispatch that June, emphasizing in part that Romney's team would blanket the state and not just focus on Cincinnati. The Dayton Daily News reported on June 2 of that year that Romney had opened eight field offices in the state -- four in the southwestern part of the state near Cincinnati -- and was opening six more over the next two weeks. Over the course of the campaign, Romney and his allies ran 17,600 ads in the Cincinnati region, spending $14 million to do so.

On Wednesday, the Cincinnati Enquirer ran a story that described the efforts of the Trump campaign in the critical county. Hamilton has declined as a percentage of the state's population since 1990, but it is still home to 7 percent of Ohioans. So what's Donald Trump doing there?

With the presidential election 90 days away, the Donald Trump campaign is scrambling to set up the basics of a campaign in Hamilton County, a key county in a swing state crucial to a Republican victory, a recent internal email obtained by The Enquirer shows.

The campaign has yet to find or appoint key local leaders or open a campaign office in the county and isn't yet sure which Hamilton County Republican party's central committee members are allied with the Republican presidential nominee. ... Even campaign materials, such as signs and stickers, aren't yet available.

What's more, Trump hasn't yet run a single general election ad in Hamilton County -- or anywhere.

Last week, the Enquirer reported that Trump supporters, frustrated by the lack of infrastructure in their area, set up their own Trump headquarters in a small house. The campaign tried to spin this as a positive -- such enthusiasm! -- but it clearly isn't.

If you want to volunteer to help Trump in Hamilton County, it's not clear how you do so. If you go to Trump's campaign website and click "Get Involved," a pop-up appears that asks you to give your name, address and email. If you enter your email address and Zip code on the main page, you are taken to a contribution page that doesn't seem to have been updated in a while:

By contrast, Hillary Clinton's website makes finding a way to volunteer a one-click task. Click the "Act" button and you're taken to a page that recognizes the state you're visiting from and offers a way to find volunteer events near you. Entering a Cincinnati-area Zip code shows 100 events in and around the city over the next month or two.

In the past, Trump has said that he'd leave grass-roots organizing to the Republican Party. The party's spokesman in the state insisted that it had an effort that was already underway and that "enthusiasm is high and we expect our operation to continue growing." It's not simple to convert enthusiasm for a candidate into volunteering for a political party, though, and Trump's campaign website doesn't even point people to the GOP.

Mitt Romney lost Hamilton County and Ohio -- but not for lack of trying. Romney would later report that he was heartened on Election Day when he saw fans lining a parking garage at an airport in Pennsylvania, suggesting a groundswell of support that would carry him to victory. That argument is the same one Trump has been making -- that his big crowds at rallies suggest he's doing better than it seems.

It wasn't enough for Romney, even with a robust campaign infrastructure. It's hard to see how it will be enough for Trump in Hamilton County or Ohio without one. [MORE]

A Bronx native, Mr. Jacobs was no kingpin, and no aspect of their drug conspiracy involved violence. Now age 46, Mr. Jacobs has served 16 years of a sentence of life without parole in the federal system.

No question, Corey Jacobs should have gone to prison for his felony. But does he deserve to die there?

His sentencing judge does not think so. Judge Henry Coke Morgan Jr. wrote in a letter supporting clemency for Mr. Jacobs that had the law not mandated a life sentence, he would not have imposed one for a first felony conviction.

Sadly, Mr. Jacobs is no anomaly. There are thousands like him serving sentences in our federal and state systems that are disproportionate to their crimes. The financial cost of our current incarceration policy is straining government budgets; the human and community costs are incalculable.

Today, a rare bipartisan consensus in favor of changing drug-sentencing laws presents an opportunity to improve the fairness and efficiency of America’s criminal justice system. But to build on this coalition for reform, which includes senior law enforcement officials, we need action in Congress.

In February 2015, President Obama convened a group of lawmakers — including the Republican senators Chuck Grassley of Iowa and Rand Paul of Kentucky and the Democratic senators Dick Durbin of Illinois and Cory Booker of New Jersey — to build support for sweeping reforms. But the momentum has slowed thanks to opposition from a small group of Republican congressmen using language dredged from the past. One, Senator Tom Cotton of Arkansas, even claimed recently that “we have an under-incarceration problem.”

The [fake] Republican presidential nominee, Donald J. Trump, is now fanning fears about the level of crime in America, which is actually at historic lows. Such pandering is a reminder of how we got here in the first place.

A few numbers help to illustrate the scale of the problem. From the late 1970s, America’s incarceration rate more than quadrupled, to over 700 per 100,000 people from about 130; compare that with Russia, for example, which imprisons about 450 people per 100,000. Between 1970 and 2005, America’s prison and jail population increased sevenfold, to approximately 2.2 million from about 300,000.

The United States has about 5 percent of the world’s population, yet about 22 percent of its known prisoner population. In 2010, it cost about $80 billion per year to house these people in our prisons and jails.

Some more numbers: Controlling for other factors, the United States Sentencing Commission found that between December 2007 and September 2011, black male defendants received sentences 20 percent longer than their white counterparts. From 1983 to 1997, the number of African-Americans sent to prison for drug offenses went up more than 26-fold, compared with a sevenfold increase for whites. By the early 2000s, more than twice as many African-Americans as whites were in state prisons for drug offenses. [MORE]

It Would Take 228 Years for Black Families to Amass Wealth of White Families, Analysis Says [w/o Slavery Reparations & Assuming shrinking white population still exists in 2 centuries]

Racism is about vast unequal power between Whites & Blacks in a system designed to function that way. From [the Wall Street Journal] and [MORE] and [MORE] Two hundred and twenty-eight years: That’s how long it would take for African-Americans to accumulate the same amount of wealth whites have now if current policies remain in place, according to a new analysis from the Corporation for Enterprise Development and Institute for Policy Studies. 

The stunning estimate is part of a study the two groups released this week on the racial wealth divide in the U.S., highlighting the growing disparity between Americans of color and everyone else, the policies that contributed to a widening divide and proposals to help reverse the trend.

CFED and IPS looked at 30 years of data from the Federal Reserve’s Survey of Consumer Finances, which includes information on Americans’ balance sheets, income, pensions and demographic characteristics.

Over the past 30 years, they found the average wealth of white families has grown by 84%, three times as fast as the rate for African-American families and 1.2 times the growth rate for Latino families.

To put that in dollar terms, if the past 30 years were to repeat, whites would see their wealth increase by about $18,000 a year on average, while Latino household wealth would increase an average $2,250 a year and wealth for African-Americans would grow by just $750 annually.

At the current rate, it would take until the year 2241 for the average black family to accumulate wealth equal to what white families have today. And it would take Latinos until 2097 to reach parity with whites, the report said, assuming the average wealth of white families holds steady at today’s levels.

That wealth divide had narrowed in the years leading up to the Great Recession, but has since expanded in the wake of widespread foreclosures and job losses that hit the African-American and Latino communities particularly hard, said Dedrick Asante-Muhammad, the director of CFED’s Racial Wealth Divide Project.

“We’re not going in the right direction,” he said.

The groups attribute the divide primarily to tax policies aimed at helping households build wealth, save for retirement, buy a new home, start a business or pay for college—policies they say primarily benefit wealthy families, not low-income communities.

The authors acknowledged that using average wealth figures, rather than median household wealth, could skew the data, with very wealthy households or very poor households pulling the numbers up or down. But they said the median estimates were even more bleak: at the current growth rate, the median wealth of black households would never catch up.

It’s not just a problem for communities of color, CFED and IPS warn. By the year 2043, people of color will make up a majority of the U.S. population. By then, the wealth divide will have doubled, from roughly $500,000 on average in 2013 to more than $1 million, and many more American families will be in financial distress—a prospect that does not bode well for overall economic growth, the authors said.

“That is one of the greatest economic crises the country is facing—well, it’s not facing,” said Emanuel Nieves, government affairs manager at CFED and one of the report’s authors.

The group is calling on Congress to consider a range of policy options to help narrow the divide, including identifying policies that perpetuate the wealth divide through a government-wide audit, fixing tax policies to ensure they help families of color build wealth, and adopting revenue measures that would “reduce the wealth concentration at the top,” such as closing federal estate-tax loopholes and creating an annual net worth tax on high-wealth individuals.

Some activist groups and lawmakers have also called on the Fed to keep interest rates low for longer to help support employment and extend growth opportunities for African-American and Latino communities. Even Fed Chairwoman Janet Yellen has called the trends “extremely disturbing” and suggested the Fed is paying closer attention to the racial gaps in the economy.

“It’s important for us to be aware of those differences and to focus on them as we think about monetary policy and work that the Federal Reserve does in the area of community development,” she told Congress in June.

At any rate believing that racism is simply about bad attitudes, disrespect, bigotry and stereotypes misses reality entirely. It is a half truth. Racism is about vast unequal power between Whites and Blacks in a system designed to function that way. As stated by Dr. Blynd, "it is a power group dynamic, i.e., a defined group cooperatively via legacy institutions exerting structured, systematic injustice and power over another group. Racism is not individualistic, but institutional, cultural, economic, political, linguistic, self perpetuating and systematic. Racism is economic discrimination by a group against another for the purpose of subjugation and/or maintaining the imbalance of power through cooperative control and oppression." [MORE]

Racism involves the power of one race to impose its will upon another. As explained by Amos Wilson, "Whites engage in racism because they have the power to do so. And if we are to end white racism then we must end white power."

Trump gave a shout-out to his veteran’s adviser, Al Baldasaro, during a campaign rally in Windham, New Hampshire on Saturday. “Al has been so great,” Trump said. “Where’s Al? Where’s my vet?”

Baldasaro, a Republican state representative from New Hampshire, called for Hillary Clinton’s execution by firing squad in a radio interview last month after receiving a question about whether she is responsible for the deaths of four Americans in Benghazi, Libya in 2012. “This whole thing disgusts me, Hillary Clinton should be put in the firing line and shot for treason,” Baldasaro said during the interview, and then proceeded to call her a “piece of garbage.”

After the comments, Trump campaign spokesperson Hope Hicks said the campaign was “incredibly grateful for his support, but we don’t agree with his comments.”

But Trump’s comments on Saturday reveal that no action was taken, and Baldasaro is still a part of the campaign.

Despite being a veteran’s adviser, Baldasaro has also joined the smear campaign against Khizr Khan, the father of a fallen Muslim American Army captain who spoke against Donald Trump at the Democratic National Convention last month. Baldasaro shared an article from an anti-Islam conspiracy site painting Khan as a Muslim Brotherhood agent on Twitter multiple times. [MORE]

This will be the largest military aid package the United States has ever given any country.

The Obama administration has said it is prepared to sign a 10-year “memorandum of understanding” that significantly raises the $3.1 billion a year the United States currently grants Israel under an existing agreement that expires in 2018. In addition, Congress has provided additional money for missile defense.
