Bush asked to explain UK war memo

Eighty-nine Democratic members of the U.S. Congress last week sent President George W. Bush a letter asking for explanation of a secret British memo that said "intelligence and facts were being fixed" to support the Iraq war in mid-2002. The timing of the memo was well before the president brought the issue to Congress for approval. The Times of London newspaper published the memo -- actually minutes of a high-level meeting on Iraq held July 23, 2002 -- on May 1. British officials did not dispute the document's authenticity, and Michael Boyce, then Britain's Chief of Defense Staff, told the paper that Britain had not then made a decision to follow the United States to war, but it would have been "irresponsible" not to prepare for the possibility. The White House has not yet responded to queries about the congressional letter, which was released on May 6. The letter, initiated by Rep. John Conyers, ranking member of the House Judiciary Committee, said the memo "raises troubling new questions regarding the legal justifications for the war as well as the integrity of your own administration..."

25 questions about murder of the Big Easy

1. Why did the floodwalls along the 17th Street Canal only break on the New Orleans side and not on the Metairie side? Was this the result of neglect and poor maintenance by New Orleans authorities?

2. Who owned the huge barge that apparently was catapulted into the wall of the Industrial Canal, causing flooding that killed scores in the Lower Ninth Ward -- the most deadly hit-and-run accident in U.S. history?

3. All of New Orleans and St. Bernard Parish east of the Industrial Canal were drowned, except for the Almonaster-Michoud Industrial District along Chef Menteur Highway. Why was industrial land apparently protected by stronger levees than nearby residential neighborhoods?

4. Why did Mayor Ray Nagin, in defiance of his own official disaster plan, delay 12 to 24 hours in ordering a mandatory evacuation of the city?

5. Why did Secretary of Homeland Security Michael Chertoff not declare Katrina an "Incident of National Significance" until Aug. 30 -- thus preventing the full deployment of urgently needed federal resources?

6. Why wasn't the nearby Bataan immediately sent to the aid of New Orleans? The huge amphibious-landing ship had a state-of-the-art, 600-bed hospital, water and power plants, helicopters, food supplies and 1,200 sailors eager to join the rescue effort.

Bush, Blair planned Iraq war from start

INSIDE Downing Street Tony Blair had gathered some of his senior ministers and advisers for a pivotal meeting in the build-up to the Iraq war. It was 9am on July 23, 2002, eight months before the invasion began and long before the public was told war was inevitable. The discussion that morning was highly confidential. As minutes of the proceedings, headed "Secret and strictly personal -UK eyes only", state: "This record is extremely sensitive. No further copies should be made. It should be shown only to those with a genuine need to know its contents." In the room were the prime minister, Jack Straw, the foreign secretary, Geoff Hoon, the defence secretary, Lord Goldsmith, the attorney-general, and military and intelligence chiefs. Also listed on the minutes are Alastair Campbell, then Blair's director of strategy, Jonathan Powell, his chief of staff, and Sally Morgan, director of government relations. What they were about to discuss would dominate the political agenda for years to come and indelibly stain Blair's reputation; and last week the issue exploded again on the political scene as Blair campaigned in the hope of winning a third term as prime minister. For the secret documents -seen by The Sunday Times -reveal that on that Tuesday in 2002: o Blair was right from the outset committed to supporting US plans for "regime change" in Iraq. o War was already "seen as inevitable". o The attorney-general was already warning of grave doubts about its legality. Straw even said the case for war was "thin". So Blair and his inner circle set about devising a plan to justify invasion.

Bush, Blair planned Iraq war from start: THE SECRET DOWNING STREET MEMO

It seemed clear that Bush had made up his mind to take military action, even if the timing was not yet decided. But the case was thin. Saddam was not threatening his neighbours, and his WMD capability was less than that of Libya, North Korea or Iran. We should work up a plan for an ultimatum to Saddam to allow back in the UN weapons inspectors. This would also help with the legal justification for the use of force. The Attorney-General said that the desire for regime change was not a legal base for military action. There were three possible legal bases: self-defence, humanitarian intervention, or UNSC authorisation. The first and second could not be the base in this case. Relying on UNSCR 1205 of three years ago would be difficult. The situation might of course change. The Prime Minister said that it would make a big difference politically and legally if Saddam refused to allow in the UN inspectors. Regime change and WMD were linked in the sense that it was the regime that was producing the WMD. There were different strategies for dealing with Libya and Iran. If the political context were right, people would support regime change. The two key issues were whether the military plan worked and whether we had the political strategy to give the military plan the space to work.
