A team from the Carter Center arrives in Venezuela Wednesday in
advance of an unprecedented referendum on recalling that country's
president. Former President Jimmy Carter, scheduled to arrive in
Venezuela in two days, will lead the team monitoring a vote Sunday to
recall President Hugo Chavez that could produce ripple effects in Latin
