Court: Mississippi Must Improve cells on death row
A federal appeals court has ordered the state of Mississippi to fix toilets, and add window screens and fans to cells on death row at the state penitentiary at Parchman.Davis had ordered that when the heat index is at least 90 degrees, the state must provide fans, ice water and daily showers to inmates. The prisoners were usually allowed to shower three times a week. Davis' ruling last year came in a lawsuit filed by the ACLU on behalf of the inmates, who said they are daily subjected to excessive heat, human excrement, biting insects and the ranting of psychotic prisoners.
