Every president since John F. Kennedy started it has
pandered to Cuban exiles in Florida. Democrat or Republican, nine Oval
Office occupants have wooed the Cuban-American vote with ever-tougher
anti-Castro policies. Now, it looks as though President Bush may have
pushed that button too hard. New regulations effective this month
sharply reduce the number of trips Cuban exiles can make to visit
