The D.C. Council Tuesday approved legislation that will
create a quasi-independent corporation to manage the $8 billion
redevelopment of the Anacostia River waterfront. The plan had earlier
been unanimously endorsed by the council's economic development
committee. The corporation was approved in an 11-1 vote. The approval
clears the way for the creation of the Anacostia Waterfront Development
Corp., and gives the mayor a victory in his efforts to begin
redevelopment efforts along the Anacostia, an undertaking that could
