A black man convicted in the strangling death of
an elderly white woman will get a new prison sentence after the Court
of Appeals ruled that a judge improperly used the murderer's race as a
factor in increasing his prison time. "I
think in light of these facts of this case, it's going to make people
more concerned about people of color being in their neighborhoods,"
Judge Chris D. Monroe said, according to a transcript in the court of
