A neck hold that contributed to a man's death in December would be used
by Dallas police officers only as a last resort before deadly
force under a plan going
before the new police chief and members of the City Council. In
recent months, civil rights activists have protested at council
meetings and at police headquarters over the use of the neck hold,
which the Dallas County medical examiner ruled contributed to the death
