The Rev. Al Sharpton and hundreds of frustrated
New Yorkers rallied yesterday to demand a $20 million down payment on
the unemployment crisis facing black and Latino men. They said the
city's economic expansion has not been equal. Only 52% of working-age
black men in the city are employed, according to the anti-poverty group
Community Service Society of New York. The ratio was slightly better
