Indian tribes, business interests, local
governments and state lawmakers said Wednesday they're near an
agreement on protecting sacred cultural and religious sites without
overly disrupting California's rapid development. A deal on a new
sacred sites law would come after a divisive yearslong debate that
continues to echo with allegations of racism, insensitivity and undue
