Iraqi prisoner abuse "ordered from the top" according to US commander

Brig. Gen. Janis Karpinski has said that she was
told by Maj. Gen. Geoffrey Miller, who had been in charge at Guantanamo
Bay and now is in charge of Iraqi prisons, to treat Iraqi detainees like dogs.
In an interview aired on BBC Radio 4's On the Ropes Program, Karpinski
said that "he said they are like dogs and if you allow them to believe
at any point that they are more than a dog then you've lost control of
them." Karpinski also said that military intelligence took over
part of the Abu Ghraib part in order to "Gitmoize" the
interrogations. Karpinski says she wasn't aware of the
humiliation and torture of prisoners at Abu Ghraib and says she has
been made a scapegoat. [more]
