In case you missed it former Governor Virginia Douglas Wilder (73),who
made history as the first elected Black governor is running
for mayor
of Richmond. Recently, Richmond voters adopted a "Strong mayor
intiative" which allows voters to choose their mayor. Previosly,
the
City Council choose the mayor from its members. U.S. Rep. Bobby Scott,
D-2nd and the state's only black member of Congress, has urged the
Justice department to reject the plan, which he claims would dilute
minority
voting strength in violation of the federal Voting Rights Act.
Recently, Wilder met with Justice department officials to assure them
that the "strong mayor plan" is not in violation of the voting rights
act. At a news conference, Wilder said Scott apparently believes the
people of Richmond "are obviously too stupid, too dumb or too racist to
elect their own mayor. Scott doesn't even live in Richmond," A
