Talk about democracy. Nearly
100 percent of adults on the island of Puerto Rico are registered to
vote and better than 80 percent participate in island elections a
turnout no American state can match. Somewhere between the Caribbean
and the U.S. mainland, an ideal is lost. Puerto Ricans in cities like
Cleveland and Lorain often do not register and often do not vote. [more]
