US forces "indemnified against torture," Defense Department report concludes

According to a story reported in Monday's Wall
Street Journal , a 2003 Defense Department report concludes that
President Bush and US agents acting under his direction cannot be
prosecuted by the Justice Department. The Pentagon report makes
the argument that the president, as commander in chief, has the
authority to approve almost any physical or psychological actions
during interrogation, up to and including torture.[more]
