Plans to build a $500 million casino and 400- to
500-room hotel in downtown Rochester may hinge on current negotiations
between the state and Native Americans over land claims in central New
York. The Pataki administration and the Cayuga Indian Nation of New
York and the Seneca-Cayuga Tribe of Oklahoma have stepped up talks
