A minority-owned company that coordinates mental health services for needy Maryland residents is questioning the Ehrlich
administration'sefforts to boost minority business in the state.
Pennsylvania -based Mercer Staffing, founded by an African-American
businessman,
says it is being squeezed out of a $14 million-a-year contract to
provide administrative services because the state Department of Health
and Mental Hygiene has lowered the target for minority
