NUMBERS DON'T REFLECT POPULATION IN CITY- Even as
Latinos in East Palo Alto clamor for more representation
in city government, only three have put their names forward
to be on the city's advisory commissions and boards. Wednesday night,

of Latino applicants echoes earlier findings by
community non-profits that Latinos have extremely low rates
of civicparticipation
in East Palo Alto -- despite the fact that they account for
nearly 60 percent of the population, more than any other Bay Area
city. [more]
